FHS: /usr/share/doc/debian-policy/fhs tell something.  You must follow
this :)

Most packages follow /usr/share/doc/<package>/*

But there are exceptions (mostly documentation staffs, we know and we
are debating how it should be made consistent in debian-doc mailing
list.  There were few good suggestions but nothing was compelling.):

debian-doc         /usr/share/doc/debian/*              (Debian FAQ)
doc-linux-text     /usr/share/doc/HOWTO/en-txt/*
debian-reference*  /usr/share/doc/Debian/debian-reference/*.html
                   /usr/share/doc/Debian/<lang>/debian-reference.txt
apt-howto*         /usr/share/doc/Debian/apt-howto/*.html
                   /usr/share/doc/Debian/<lang>/apt-howto.txt

Also many
<package>-doc      /usr/share/doc/<package>/* 
                  (symlink from /usr/share/doc/<package>-doc/*)

Oh, do not forget info-page if you have.  /usr/share/info/*
