I'll do that.  Is the list name debian-internal-projects OK? It's a bit
long, but nice and descriptive.  Alternatively, it could be called
debian-subprojects.  I guess having "internal" in there emphasizes that
subprojects of Debian should be managed as a part of Debian, not outside of
Debian.  But that could be made clear in the list description:

debian-subprojects:   Developing internal projects within Debian
