foobar (1.0-2) unstable; urgency=medium

The changelog told you that it's a new Debian version and that it closes a
particular set of bugs. What other information are you looking for exactly?
If you want to know exactly what's in the new Debian version, read the BTS
and the Debian diff.

It is useful to explain the change which closed the bug, regardless of
whether it was made by the Debian maintainer or the upstream maintainer. It
is a Debian bug, and it should be closed with an explanation as to how it
was fixed.
