There aren't many packages which can't handle those currently.
I use non-ascii hostnames at home, and all tools using simple gethostbyname()
or similar methods seem to work, e.g. ssh, ping, lynx, mysql, konqueror, ...,
but a few (wget, w3m) don't.
These programs convert the whole URL (including host part) into url-quoted
format.
