Let's see, Colin has..

* let us know what he was doing (at DebConf 2 and as Glenn points out,
  on the lists
* written actual working code for dpkg-source v2
* released it
* been very responsive for concerns and comments

I could compare this to how several other people have handled their
attempts at dpkg-source v2 over the years, but..
