(long question)
	Are there any tools (like the templates-XX integration for debconf) 
that can be used to integrate translations seemlessly (sp?) and help to
make checks of wether translations are up-to-date with the original
language text?  If not. Why isn't gettext used for translations? I dislike
the following stuff on plain text files: 

Description[en]
Description[es]

That is, translations is more difficult if translators cannot automatically
manage text or use catalogs. It also, at the same time, makes translation
updates more difficult (have to bug the maintainer to change config files
instead of just providing a new .po file for a given language).
