Because the UTF-8 versions are patched version of slang/newt/whiptail,
and not the upstream versions.
non-utf8 versions are available for compatibility purposes.
UTF-8 versions of the libraries have different sonames, and different
function interfaces, and packages need to be recompiled.
I heard there are few bugs, but they are mostly bogus ones
caused by people not knowing about setlocale, or locale C.
I'm waiting to see a valid bug report about slang etc.
