You can reenable it using PAM, today, so that choice is no more a problem, I
think... Also if Debian thinks it is useful it can give the ability, during the
installation phase, to ask a question like "Would you like to use the wheel
group to limit the use of 'su'?", and then ask, during the user creation phase,
if the user created should be a member of that group.
