Now I doubt Debian can do this very quickly... Think about
how many days (or years) we needed for /usr/doc -> /usr/share/doc/
migration. And more, all migration (debconf itself and all debconf
templates) must be done *at once* or otherwise debconf would not work.
I think we have to think about some mechanism to allow both of
conventional translations in various encodings and new UTF-8
translations of Debconf templates.
I think that UTF-8 templates would have "Description-utf8-xx"
instead of "Description-xx" where "xx" is language name.
I think we also should supply a small tool to help migration.
The tool will convert templates from various encodings (automatical
detection by language name) to UTF-8.
