we need this migration to gcc-3.1,
and in my impression, C programs are not
much of a problem because they seem to be binary

but C++ programs are very much different.
If C++ programs are going to require "g++3.1" embedded in
the shared library names Debian-wide, and
if we are going to propagate that change to upstream
authors, we might manage to do g++-3.1 transition
without having to do the "libwhatever<g>" treatment.
We need some discussion, and agreement, and announcement.
