And this sucks. Others already explained some of the reasons why it is
technically bad.

If it isn't enough for you, just imagine all distributions having their
stuff at top-level! If such a practice had to become usual, we would
definitely need a supplemental directory to make it tidy: dist/debian,
dist/mandrake, etc. But this would require some changes to the Debian
packaging tools, I suppose, and I would rather not have it at all.
