I think it's completely reasonable to have /hurd in a hurd annex to fhs.
I don't think I've even heard an argument against it. It seems to be the
same sort of thing as /proc or /lost+found--a fairly fundamental
property of the system rather than a matter for local convention.

This is a different matter. It makes no sense for one kernel in the
debian system to have a different spot for things that exist in the
other kernels. If libexec is really such a good idea, you should get
consensus to change it across the board either in fhs or debian policy.
This is *not* something that should be special cased on a per-port
basis.
