see "localization", pick a language set.  Oh wait, we already *have*
those.

But really, non-roman support is *not* going to help you edit your
/etc/resolv.conf any time soon -- there's a not-totally-sketchy IETF
draft for non-ascii DNS names, but that's all it is at this point.
Many other unix config files have the same problem.  Debian can
usefully put together what support is there, and even advocate for
more support -- but initial-system config-file-editor is not the place
to start :-)
