I'd just like to say again what I said earlier:

This isn't a technical question, so the Technical Committee isn't
empowered to make a binding decision.  It's a process question, which
is probably the final responsibility of the Project Leader.

But, we are discussing it and we may be able to come up with a
recommendation that we hope people will agree with and follow, and
which maybe the Leader will bless.
