	It does provide one bit of meta information -- it tells me
 that this is a package for which an upstream url does not exist, as
 opposed to a package which does not yet follow the new convention. 

	What you are suggesting would make it impossible to
 differentiate between a package foir which no url exsts, and a
 package whose maintainer has just not gotten around to fixing the
 description.
