Yes, unless the 'Trying to remove package, not update it' gets in the
way like it does here.  I do not know the details, but I believe there
is a list of packages scheduled for removal somewhere, and that this
list is manually maintained by the ftpmasters and/or the release
manager.  foomatic seem to be on this list at the moment, together
with cupsomatic-ppd.

(I've ended up compiling my own version of the packages to put on the
CDs I'm making to make sure CUPS works as it should.  The apt source
is 'deb ftp://ftp.skolelinux.no/skolelinux woody local'.)
