There is no migration path from experimental to unstable, so it is unusable.

If you doubt that, imagine we would upload the Hurd port to experimental and
then want to release with woody+1.

There is a big problem with the current release process in that it blocks
development of the distribution as a whole in the phase were woody is
tested, before it is released.  This is because unstable is not unstable
anymore, it is tightly coupled to the woody release.

You can not imagine how often I have heard "please wait until woody is
released" in the last couple of months, and that includes responses to
simple bug fixes.

Try to see this from a perspective of an unreleased architecture in sid,
please.
