What keeps noteedit out of Testing

What is really keeping noteedit out of Testing? Checking
update_excuses, I read the problem to be a missing build on ia64. But
noteedit is not currently in Testing. How can there be a previous
build of ia64 in Testing when the package have been taken away?

The problem with ia64 is a build problem seem to be caused by a broken
lilypond on ia64.

 * noteedit (- to 1.16.1-1.1)
   * Maintainer: Brian Russo
   * 26 days old (needed 2 days)
   * out of date on ia64: noteedit (from 1.12.3-1)
   * Not considered

This strange behaviour seem to be an issue for gnucash also, but here
it can be a problem with versioned depends on orbit and guile-core.

 * gnucash (- to 1.6.6-1)
   * Maintainer: James A. Treacy
   * 12 days old (needed 2 days)
   * Valid candidate
   * Depends: gnucash orbit
   * Depends: gnucash guile-core

Can anyone explain why noteedit needs to build on ia64 when there is
no ia64 version in Testing?
