So does Wget. I don't use Konqueror, but I know that Mozilla doesn't
honor environment at all, even locale setting.

I solve this problem rather unusually: by installing Squid on my
machine, and setting all HTTP clients (and http_proxy) to use
localhost:3128. Extra bonus is that I only have to keep my proxy
password in one place (/etc/squid.conf) instead of a hundred different
places.
