Old bugs filed against dpkg

Hi,

Can someone tell me why there are very old and obviously fixed bugs still open
and filed against dpkg ? 

OK I didnt read all of the bug reports so im not sure that they're fixed but 
this one sure is: Bug #33618. Refers to some problem with the dpkg in the Hamm 
release..

What's going on ?
