I'll make a foolish assumption off the bat and assume you can back this up
if need be since I was not there.  For those who do not use irc:

OPN is a valuable service provided to Debian as a result of hard work and
dedication of many people.  The servers are donated and the maintenance
cost of an irc server is certainly not trivial, especially given bandwidth
needs abusive users have placed on them in recent years.

Now assuming we're dealing with the same Patrick Klee and that he has been
found to be one of those abusive users, I strongly urge Debian not to
knowingly allow that type of user into the project.  Already one person
has been forcibly ejected from the project for abuse of OPN - and he was
mostly trying to stop people from attacking other users on our channels.

Would we so willingly invite another user whom we know to be actively
causing trouble for our partners - formal or not - into the project?  Put
another way, do you want an irc script kiddie to have root on your box?
While I'm not certain about anybody else, but my answer is no.
