Or more sensible do away with the inaccurate notion of "open" and
"closed" entirely, and instead have "bug-fixed-by 1.2.3" or
similar. The bug is "closed" when you have a version installed on your
system that it has been fixed for. (Part of an idea aj and doogie once
sketched out, goodness knows if it will ever be implemented).
