No, because that's not how testing works. The fact that php4-dev is arch: all means that your package php4-ming has successfully been built on arm -- and as a result, it *cannot* be installed in testing until its dependencies are satisfied for all architectures on which it's been built. If php4-ming was arch: !arm, then everything would slide into testing problem-free. It looks from here like this issue is also holding up the latest apache build, besides.
