implementing this would be to introduce one more problem, IMO...
how do you know if fallback package doesn't have the RC bug that
the new versions have? what you want to do is create a new
testing, that comes after the current testing... that won't work
increasing the time a package stays on unstable *may* help, but
I'm not sure that is a good option
