It makes sense it's a dpkg bug... IMHO, there should be something more in the policy
about the structure of /etc. It and FHS are not specific enough about non-essential 
files like passwd.

Anyway, I'll stop my bitching about /etc until I can think of a good
solution to that dpkg bug. It's 2 years old!
