question on makeinfo

Hi,

I've been trying to test-rebuild all packages in sid,
and to my dismay I found that most binary-all targets fail.
I am not quite sure of the following error, which seems to happen
quite often. Anyone give me a clue?

make[1]: Entering directory `/tmp/buildd/emacs21-21.1/man'
cd /tmp/buildd/emacs21-21.1/man; makeinfo emacs.texi
emacs.texi:103: First argument to cross-reference may not be empty.
./maintaining.texi:847: First argument to cross-reference may not be empty.
makeinfo: Removing output file `../info/emacs' due to errors; use --force to pre
serve.
make[1]: *** [../info/emacs] Error 2
make[1]: Leaving directory `/tmp/buildd/emacs21-21.1/man'
