That is completely untrue. What it says is that files in /etc/ should
be configuration files, which must be treated specially to avoid losing
local modifications when the package is upgraded (or removed but not
purged). One easy way to do that is mark it as a conffile, but it is
not the only way (and, if the files are created or modified by the
maintainer scripts (e.g. most uses of debconf), not the right way).

Read the policy manual section on configuration files. Basically, if the
file is intended to be modified by humans, and should maintain those
modifications on a system wide basis, then it's a configuration file.
