How about this:

xfonts-remote: Dummy package for if you happen to have no fonts locally

xserver: Depends: xfonts-base | xfonts-remote

It could even include a post-inst question asking you where your font server
is and automatically add it to your xfree config.

See my other message about the possibility of a Recommends in the release
file. Ofcourse, someone needs to implement it and that probably won't happen
before woody is released anyway.
