I think the point is, that if applications are required to be
processed in order, there is no prejudiced stalling, just stalling.
The cause of the stall may be prejudicial, but the net effect is not.

Admittedly, you can't tell the difference between the DAM stalling
everyone because they dislike the person at the head of the queue, and
the DAM imploding from overwork or something, but the effects are less
subtle, and there's greater (if not great) transparency.

Hopefully as well, the (net) incentive to stall the application of
people you don't like drops, because of the disincentive of thereby
stalling the people you do.
