My two cents...

If the Debian developer has CVS access, then it's reasonable to
include it in CVS.  He'll need to (at the very least) edit
debian/changelog just prior to the making of a new release, such
that the package is generated with the correct version number.

The advantage is that any user who downloads it from CVS can
easily make a Debian package out of it.

It's still sensible to NOT make it a Debian native package.  If
everything goes right, the package have an empty .diff file which
results in a very small (but not nil) .diff.gz file.  Should the
Debian developer need to fix a simple bug (or back-port a
security fix to the stable release), the diff file can then be
non-nil.
