Bug#99641: 'ipmasq' starts too early (fwd)

The ipmasq command get run in Single User mode,
however the PCMCIA drivers don't get started until
runlevel 2.  This causes great pain when DHCP'ing an
IP address via a PCMCIA ethernet card as ipmasq hoses
up the firewall config such that once an IP is obtained
the network is totally useless.
Either PCMCIA services need to start in Single User mode
before ipmasq OR ipmasq needs to start after PCMCIA in runlevel 2
or level 3.
This is Debian GNU/Linux 2.2 kernel 2.2.19pre17 'potato'.
