If users do not file duplicate bug reports, then the maintainer has no
way (other then guessing) how many people the bug affects.

He/she could assume: it doesn't affect me, only one user has
complained, so it probably doesn't affect the majority of users
either. Hence I can treat this bug as a low priority.

Meanwhile lots of users could be complaining - why doesn't this work? 
Oh, a bug report has already been filled, so I shouldn't file another
one.
