Yes.  Actually that is the whole point of having it as a cross compiler.

One thing I'd like to promote is the possibility for people working on
cross platform code (that need to release windows binaries of their work
to the suffering hordes) to do most all their development under Debian.

I'm the wxWindows maintainer, and one angle of this is you can develop
Linux native apps with the possibility of easily releasing a windows build
as a migration path for users/customers that have yet to see the light.
Users of other XP kits such as SDL could benefit likewise from a reduced
dependency on that other build environment.

Given the lack of vitriolic objection (so far:)  Consider this an ITP.
