ITP: task-cyrillic -- Cyrillic environment

Hi!

This task package should be similar to the other task-SOMELANGUAGE task
packages, but not only for one language.

Description: Cyrillic environment
 This task package installs programs, data files and documentation
 that makes it easier to use Cyrillic.  DEBIAN has rather complete
 Belarusian, Bulgarian, Macedonian, Russian, Serbian and Ukrainian
 Cyrillic support.
 .
 There is still no enough support for Azeri, Kazakh, Mongolian, Tatar,
 Uzbekh and other Asian Cyrillic languages in DEBIAN.  Contributions
 are welcome.
 .
 Use the command tklanguage or set-language-env to establish Cyrillic
 envoronment.
