If you can't find a license of the ROM files, you must assume that they're 
copyrighted, all rights reserved, which precludes us from distributing them 
at all. You can throw them into contrib, then; I'd suggest putting z81get
into a separate package, with a Provides: z81rom (or something like that),
and Recommend: z81rom in your svga/x11 pages. That way, if you ever find
a free/non-free ROM for the z81 that we can distribute, you can throw it
into the archive and people can get that instead of z81get.
