Both it and groff are maintained by a person who just doesn't seem to give
a damn.

Let this serve as notice that I plan to take over these packages by force
in one (1) week if substantially improved versions of these packages are
not uploaded in the interim.

I will repackage them from scratch.  I looked at groff (as did rcw), and
the package appears to have been assembled by a lunatic[1].

[1] That, or it's just doing a bunch of things that were very clever by
Debian packaging standards of 1993 but hopelessly archaic now.
