You belie yourself here: you *CAN'T* provide a reason when using the
close command, only when mailing nnnn-done@bugs.
And that's what I want to see implemented: removing the close command
that just sends a message to someone saying the bug is closed with no
more information than that.
Incidentally, people are arguing that "submitters may not care why a
bug was closed"; well, either way, they're going to get an email about
it, the difference between a "close -> control" email and "nnnn-done"
email is whether or not there's an explanation attached; if the
submitter doesn't care, then they don't need to read the email
contents.
Also, the contents of an nnnn-done email is likely to give a hint that
something's gone wrong if the wrong bug has been closed, whereas
mailing control won't give that clue.
