Whatever packages they maintain? If you meant where, they should upload
it to an upload queue that supports anonftp, there are a few of them.
Uploads are checked by gpg signature, not by ensuring only developers can
put packages in incoming. Thus you should be very wary about using anything
you get from incoming.
