No - the submitter gets a copy of the changelog (I believe the implementation 
is that the changelong is mailed to nn-done@bugs.debian.org).

See above - if it's closed through the changelog then the submitter will
be told why the bug was closed.  If you merely close the bug report with
a BTS command that won't happen.
