Because they must be built on other architectures, but not automatically,
since in some cases ports to other architectures are against the
license. They cannot be autobuilt; if a maintainer wants a recompile of a
non-free package, he'll have to ask porters to do that (and hope that they
have the time).

Note that they will only keep packages from going into testing if they
have previously been built on other architectures, even if there's a line
"Architecture: any" in the controlfile.
