And yet in practice both are indeed on non-US. It is a general catchall
for anything we don't feel like distributing in the US, and it is hosted
in the countries that are the most liberal WRT both crypto and patents
and so on.

We're not going to dump all of non-us onto the US servers when
crypto-in-main opens up; individual package maintainers will have to
upload their packages manually.
