AFAIK, it consider any activity related to the whole Debian project, such
as package upload, mail submitted to any Debian list, commits of works
hosted by Debian etc.
I may be wrong, but file transfer to people account, or simple login
into a debian machine, does not imply activity in any Debian project, so
it should not be considered.
