The RFC's don't cover local delivery, which is what this issue is
about.  If the MTA is configured to deliver into Berkeley mbox
files, it is responsible for honoring the format of those files.
Berkeley mbox uses ^From to delimit messages, so a correct MTA (or
delivery agent) must escape extra ^From's at delivery time.
