No. This only means that, by default, exim will be installed as the
mail transport agent, nothing more and nothing less.

transport agent, without any preference.

There is nothing incorrect about those dependencies. For example, a
mailing-list package may prefer Postfix if no other mail transport
agent has been installed, maybe because Postfix is known to handle
large mailing lists better with this mailing-list software.
