And then the sysadmin puts them in /home/atari800, or worse yet, doesn't
provide the roms anywhere...

Now both the user and the sysadmin must interact. The usual result is the
user downloads the roms for themselves, and keep the copy in home.

Any such documentation would rely on the sysadmin doing what I describe.

This appears to be the best that can be done. I was looking for something
more under package control...
