But, if you change the source package name on every version (I assume
that's what you're suggesting?), then you have to change the name of
every binary package: we can't have two different sources generating
the same binary.

In practice this would mean libgal-dev would become libgalNN-dev.

This would mean every package changing its build-depends each time.
Possibly it's even a policy violation: is there policy about naming
-dev packages?

In any case, I think the discussion and disagreement here indicates
the need for a policy on it...
