Virtual package httpd-with-cgi-suppport.

Hi everyone.

I have proposed the creation of a new virtual package called
httpd-with-cgi-suppport which should be provided by every HTTP daemon
which supports CGI.

If noone objects within a few days, I'll file bugs against all HTTP
daemons which are affected...
