RFC: New virtual package httpd-with-cgi-support

Hi everyone.

info2www has a bug (#42812) I'd like to fix.

The problem:

info2www is a CGI-script which displays info-nodes in your favourite
webbrowser. info2www depends on httpd. But not all httpds provide CGI
functionality. E.g. dhttpd does not, which leaves users which have
dhttpd installed with a non-working info2www.

There are other packages in Debian which suffer from the same problem,
namely all CGI-scripts which depend on httpd (or suggest it or
whatever)... Examples: dwww, dhelp...

There seem to be several possible solutions for this problem, but
this one's probably the best one:

Every httpd should provide a virtual package httpd-with-cgi-support in
addition to httpd. Packages which need CGI, can then safely depend on
httpd-with-cgi-support, all other packages (which don't need CGI) can
continue depending on httpd, i.e. they don't need to be changed.

Any comments are welcome. If you can think of a better solution, please
tell me. If we reach a consensus to introduce httpd-with-cgi-support
I'll file bugs against all HTTP daemons and the packages which depend on
them...

Cheers, Uwe.
