Definitely.  Each of these IRC client, MP3-player, and MUA has 
at least its own user interface and someone may prefer it.
At least, the person who ITP'ed likes it.  Furthermore, the
software may have some more concrete attractions, like "faster",
"less memory usage", "more stable", "more customizable", and so on.

Of course, if the ITPer didn't know about alternative softwares,
(s)he now likes the alternative, and doesn't need the ITPed software
any more (in short, if the ITPer has lost interest), then (s)he is
free to withdraw the ITP.
