IMO, it is a bad idea to use non-ASCII characters for configuration
files.  (All encodings share 7-bit ASCII part.)  Though this is not
documented anywhere, violation to this rule will annoy users.
(One machine may have users from multiple countries.)

In future, when all of us will come to use UTF-8, UTF-8 will be
able to be used for configuration files.

Of course users can use non-ASCII (8bit or multibyte) characters
personally at their own risk.
